Renewable Energy Development Strategy: Great Expectations

Vietnam's renewable energy development strategy up to 2030 with a vision to 2050 approved by Prime Minister Nguyen Tan Dung, with a number of priority mechanisms and policies. It is expected to create a strong push for this potential sector in Vietnam.

The strategy clearly identifies electricity units responsible for purchasing all of the electricity generated from the use of grid connected renewable energy sources managed by their own units.

The electricity purchase cost of electricity generation projects using renewable energy sources shall be accounted into the electricity prices of the electricity units and calculated and fully included in the electricity retail price structure and recovered through sale turnover. electricity. Electricity projects using renewable energy sources for electricity production shall be given priority in connection with the national electricity system. Connection costs and other related costs incurred by grid entities (electricity transmission and distribution units) due to purchase of electricity produced from renewable energy sources are included in the cost Transmission and distribution of power grid units.

The electricity price is determined in accordance with the conditions of the different regions and the characteristics of the technology of generating electricity from different renewable energy sources, on the principle of promoting the development and use of energy. Reconstructing, ensuring that investors recover costs and make reasonable profits.

Regarding independent electricity system using independent electricity generation from renewable energy sources, the investor shall elaborate the electricity price scheme and determine the total state budget support level, then submit them to the concerned ministries. Appraise and report to the Prime Minister for approval. The total amount of support is extracted from the Sustainable Energy Development Fund.

Projects on the development and use of renewable energy sources shall be exempt from import tax for imported goods in order to create fixed assets for the projects; Imported goods are raw materials, supplies and semi-finished products which can not be produced at home and are imported to serve the production of the projects according to the current law provisions on export tax and import tax; To exempt or reduce enterprise income tax as for projects in the domains eligible for investment preferences under the current law provisions.

On land, projects will be exempted, reduced land use fees, land rent in accordance with the current law applicable to projects in the field of investment incentives.

In the coming time, in order to develop renewable energy, Vietnam should really encourage and mobilize all resources from society and people to increase access to modern, reliable energy at prices. reasonable. Promote the development and use of renewable energy sources, increase domestic energy supply, incrementally increase the share of renewable energy sources in national energy production and consumption in order to reduce dependence on natural resources. This will contribute to ensuring energy security, mitigating climate change, protecting the environment and sustainable socio-economic development.

On biomass energy, priority will be given to the production of electricity, biogas, biomass pellets used directly as fuels and liquid biofuels, increasing the utilization rate of industrial and agricultural crops. for energy purposes from 45% in 2015 to 50% in 2020, about 60% in 2030 and about 70% in 2050; The rate of livestock waste treatment for energy purposes (biogas) is about 5% by 2015 to around 10% by 2020, about 50% by 2030, and by 2050 most livestock waste is treated. The The city's waste-to-energy ratio is currently ranging from negligible current levels to 30% by 2020, about 70% by 2030 and most of it is used for energy purposes by 2050.

On wind power, priority will be given to land development; Research and development of offshore wind power, on the continental shelf since 2030. The target of electricity production from wind power will increase from about 180 million kWh in 2015 to about 2.5 billion kWh by 2020; about 16 billion kWh in 2030 and about 53 billion kWh in 2050. The ratio of electricity produced from wind power in the total electricity produced from the current level is about 1.0% 2020, about 2.7% by 2030 and about 5.0% by 2050.

Regarding solar energy, it is expected that electricity generated from solar energy will increase from about 10 million kWh in 2015 to about 1.4 billion kWh by 2020; about 35.4 billion kWh in 2030 and about 210 billion kWh in 2050. The ratio of electricity produced from solar energy to total electricity produced from the currently insignificant level reaches about 0, 5% by 2020, about 6% by 2030 and about 20% by 2050. In particular, develop solar-powered equipment to provide heat to households; industrial production, agriculture and services.

According to the renewable energy development strategy up to 2030, with a vision to 2050, Vietnam will develop traditional hydropower to contribute to the socio-economic development of localities; On-site power supply, improved power supply safety. The production target of hydropower will increase from about 56 billion kWh in 2015 to nearly 90 billion kWh by 2020 and reach about 96 billion kWh by 2030. Hydropower projects are aimed at fulfilling the task of reserving and adjusting Demand in the power system, contributing to increase the flexibility and efficiency in operating the power system, capacity to 2030 reaches about 2,400 MW, in 2050 reached about 8,000 MW.
